After Hoxha's death in 1985, Ramiz Alia succeeded him as the leader of the Party of Labour. [1] His leadership, marked by a gradual recognition of the necessity for reform, remained constrained by the party's adherence to Marxist-Leninist principles.
Ramiz Alia, Hoxha's successor after his death, also left the government: he became chairman of the Foreign Affairs Commission of the People's Assembly (Kuvendi Popullor). Koço Theodhosi also replaced the chairman of the State Planning Commission Spiro Koleka, who remained First Deputy Chairman of the Council of Ministers.
Ramiz Alia invited a delegation of University of Tirana students to discuss their concerns and come up with a compromise. The communists managed to retain control of the government in the first round of elections, but fell two months later during a general strike. A committee of "national salvation" took over but also collapsed within six months.
The result was a victory for Ramiz Alia of the Party of Labour of Albania (PPSh), who received 56.2% of the vote in the third round of the elections, ahead of 3 other candidates. Sali Berisha, the Democratic Party of Albania (PD) candidate and runner-up in the election, received almost 38.7% of the vote.
