Every time a wiki page is edited, and changes were actually made, a record is kept of the difference. For example, a page history shows the revisions for that particular page. But recent changes can report on more than just the revisions of a page, or an entire wiki, they can also report on the recent changes of an editor (their contributions).
These pages are accessed via the interlanguage links or interwiki links, usually visible on the upper right of a page. (For the desktop website this was previously on the bottom left. For some languages this is still the case). Links to all the different language versions for that page will be displayed.
Later, interested people can complete the rest of the page. Note: if the language prefix is wrong, it is considered to be part of the name of a page on the English Wikipedia. This page will probably not exist, so the link will be displayed in red. The {{interlanguage link}} template can help with this.

Find a suitable page that exists on the English Wikipedia, but not on Wikipedia in the other language (or where the other language only has a stub). On the other Wikipedia, go to the corresponding page or enter the wanted name in the search box. Then click the button marked "create" or "edit" in the new language.
