If you have a fairy ring in your house you gain literally nothing. For low accounts: You'll get the cape pretty naturally through macro-efficiency; avoiding grinding and unlocking end game content. Hard Diaries, SotE, MM2, DS2, and SotF will get you like 95% of the quests in the game anyway, the rest is XP drops.
If your levels are ready it will be a breeze! If you do like 5-6 quests a day for a awhile then slowly do less and less as quests get longer you'll have it in no time. bout tree fiddy. People have done Barrows gloves speedruns in under 24 hours, so I imagine quest cape only takes maybe a week of play time tops.

If you're just a normal account and can buy things like a blowpipe, trident, brews etc, you've got plenty the skills to finish now if you wished. 80's will help, but realistically now it just slightly lowers the chance you cant hit enough before running out of food on certain bosses. Quest cape can be a little rough for a "first" goal since Sote and DS2 would be significantly harder without at least decent gear and stats. As others have stated, lots of people may start out following Oziris' efficiency guide but stop following it/skip steps based on what you enjoy/can tolerate.
Quest Cape Update. After 11 tries to defeat Vanstrom Klause I finally did it. The gear I ended up using was Saradomin d'hide, nezzy helm, fury, barrows gloves, dragon defender, dragon boots, obsidian cape (yes, I know I should grind and get fire cape) also brought along sara brews, super combat potion, super restores and manta rays.
You need a well balanced set of stats across the combat triangle to get the lv 85 quest cape, because I would recommend 75+ mage for SOTE, 75+ range for DS2 and strong melees for SOTF. Piety would also be a big help I had a range-oriented built which made DS2 easier, but made SOTF significantly more challenging.

Just barcrawl and Abyss ones are needed. Daddy's cummies are good for xp though. Daddy’s cum was a tough miniquest, glad you can get quest cape without miniquests done. I found the lore in one of those mini quests really hard to swallow. Daddy noo. Can't believe daddy's cum not finished.
