PACER (Public Access to Court Electronic Records) is implemented via the ECF portion of CM/ECF. Most courts offer electronic public access via registration with the PACER Service Center, the judiciary's centralized registration, billing, and technical support center.

ECF users must have a PACER account with the Eastern District of Pennsylvania in order to use the Query and Report features of the ECF system. If you do not have a PACER login, contact the PACER Service Center to establish an account.
Filing Documents. Attorneys are required to file all documents and pleadings electronically, except as provided in the Local Rules and Standing Orders of the Court, or as ordered by the judge. Instructions on this process can be found here.
Currently, only registered attorneys with a login and password can submit documents under the NextGen CM/ECF system. Non-attorneys and the general public can review case documents under the Public Access to Court Electronic Records (PACER) system (see below).
