He completed his B.L. degree from Madras Law College. Panigrahi practiced at Berhampur. He became the Government Pleader in 1930. Panigrahi was appointed the Advocate General of Odisha in 1945.

Bar Council of Orissa is the regulatory and statutorily representative body for lawyers practicing law in the state of Orissa. It was constituted as per the mandatory requirement as per Advocates Act, 1961 and Bar Council of India .
The post was created by the Constitution of India (vide Article 165) and corresponds to that of Attorney General for India at the union government level. The governor of each state shall appoint a person who is qualified to be appointed as judge of the High Court as the advocate general.

[8] Ray was married to Latika. He died on 26 July 1958, the 10th anniversary of the Orissa High Court. [9]
