De Silva was born on 31 December 1931. [1] He was educated at the University of Ceylon, Peradeniya from where he received a BA degree in history. [1] He later received a Ph.D from the University of London for his research into the social policy of missionary organisations in the mid-19th century.

An Historical Relation of the Island Ceylon is a book written by the English trader and sailor Robert Knox in 1681. It describes his experiences some years earlier in the Kingdom of Kandy, on the island today known as Sri Lanka. It provides one of the most important contemporary accounts of 17th century Sri Lankan life.
The library was built in 1933 and is Sri Lanka's second main public Library, only rivalled by Colombo Public Library [2] During the early 1980s, it was one of the biggest libraries in Asia, containing over 97,000 books and manuscripts. [3] [4] In 1981, it was burned down in a deliberate mob attack. [5]
