    There's a calculator at the National Geodetic Survey which converts from NGVD29 to NAVD88. I believe Buaidh used this calculator to convert the lowest elevation of Wyoming. I just reran the calculator, and found that it added 0.486 meters (1.59 feet) to the old elevation, which when rounded, yields the table value of 3101 feet.
