The council is a unitary authority, being a district council which also performs the functions of a county council. It has been under Labour majority control since 2023. Full council meetings are held at Wyvern House in Winsford, and the council's main offices are at The Portal in Ellesmere Port.
The Ellesmere Port and Whitby Urban District was enlarged in 1911 and again in 1933, when it was renamed the Ellesmere Port Urban District. It was raised to the status of a municipal borough in 1955. [10] In that context, the council found that the Whitby Hall was inadequate and decided to commission a new civic complex.
The town of Ellesmere Port had been a municipal borough from 1955 to 1974 with a borough council. [11] The first elections to the new Ellesmere Port Borough Council created under the Local Government Act 1972 were held in 1973, initially operating as a shadow authority until the new arrangements came into effect on 1 April 1974.
