The problem with that is that the "no-kill philosophy" is wider-ranging than just shelters. So, including it as a subtopic of No-kill shelter doesn't really sound appropriate to me. Conversely, because of the volume of material, it wouldn't make sense to make no-kill shelters a sub-topic of no-kill philosophy; it deserves its own article.
