The N21 is a proposed national route in the City of Cape Town, South Africa. It is also known as the Peninsula Expressway ring road . Once complete, it will link the northern suburbs on the Atlantic seaboard ( Melkbosstrand & Bloubergstrand ) with the southern suburbs on False Bay ( Muizenberg ).
The railway was operated by the South African national railway company Spoornet. As the South African Government has deregulated the road transport industry, a large amount of traffic has moved from the railway to the roads. Spoornet has hence designated the line as "low density," and always had the threat of closure hanging over it.

The R398 joins the N1 and they are one road westwards into the town before the R398 becomes its own road northwards just north of the town centre. Leaving the R48 south of Petrusvile, the route heads south-south-east to end near Colesberg at an interchange with the N1, the R717 and the R58. [1]
