Two competing weekly newspapers, the Steuben Republican (founded in 1857 by J. M. Bromagen as a Republican paper) and the Angola Herald (founded in 1876 by Isaac L. Born near Mansfield, Ohio, Cline moved to Steuben County, Indiana, in 1858 with his parents, who settled near Angola. He attended the Angola High School, and was graduated from Hillsdale College, Michigan, in 1876. Cline was the Superintendent of the schools of Steuben County 1877-1883.
He learned the printer's trade in Waterloo and moved to Angola, Indiana, and engaged in the newspaper publishing business in 1898. He was postmaster of Angola from 1910 to 1914 and during the First World War he served as chairman of Steuben County Council of Defense , 1917-1918.
