It was designed by the architect Edmond Jacques Eckel (1845–1934) and built in 1902 in the Classical Revival style. It is a one-story, brick and limestone building over a raised basement.

Due to rapid growth of the collection, which grew from 1,500 volumes in 1865 to 90,000 volumes by 1893, the library required more space.
