If the original file is 120 pixels wide, and it's stretched beyond that, the pixels making it up will start to be visible. SVG images are an exception: Being vector images, they have no pixels, just instructions on how to draw the image that can be scaled up indefinitely, and the "image size" in the file description is arbitrary.
