The Ministry of Lands, Housing and Urban Development (MLHUD), is a cabinet-level government ministry of Uganda. It is responsible for "policy direction, national standards and coordination of all matters concerning lands, housing and urban development". Mailo is a unique form of land tenure in Uganda. Around 9 per cent of the country's land is held under the mailo system, which is similar to freehold. It was set up by the 1900 Buganda Agreement. Idi Amin then made all land publicly owned, and the 1995 Constitution of Uganda reintroduced mailo.
