The parish contains the town of Nelson and surrounding countryside. Originally an agricultural area, the first mill arrived in 1780, and by the 19th century cotton weaving, which has since declined, was the dominant industry. [1] Most of the listed buildings are houses, farmhouses, and farm buildings.

The building continued to serve as the headquarters of the local borough council for much of the 20th century and remained the local seat of government after the enlarged Pendle Borough Council was formed in 1974. [10] [11] Following its formation in May 2008, [1] the town hall also became the regular meeting place of Nelson Town Council. [12] [13]
In the 1950s, it was bought by the Lancashire Cotton Corporation which, in 1964, was taken over by Courtaulds. In 1968, the mill closed. From 1971, the building was used by Ward & Goldstone Limited until the 1990s when they left. In the 1970s, the mill chimney was reduced by 30 ft. In 1986, the mill chimney and the engine house were demolished.
