This is inaccurate actually. I personally have my villager hall in the end. There are currently a total of 128 villagers in it, and there are only 4 total beds in the end, and they are all encased in my villager breeder.
If your getting the sparkles then it means that a different villager has taken that Job Site. So while you may want it to be that villager right next to it, it isn't. I would suggest searching your village for the villager who did take that site the next time you place your Lectern. During the day Villagers come to their Job Sites.
Secondly, if they have already leveled up in a specific field they will never switch jobs. Thirdly, Nitwits will never get jobs (they wear all green clothing). If none of that works, make sure the workstation is close enough to their specific bed, and make sure any other villagers aren't occupying that workstation.

Well I go to the fisherman's to name the villager who took the profession and it's Atlas. The only reason I can think of is that I'm misunderstanding the rule "villagers immediately lose their job if they are too far away and thus cannot pathfind to their job block" as not that there's no path to it, but it's too far away from the villager.
It's annoying as when I moved them, it was all correct. I removed the job block in the breeding hole, saw which villager responded, set it back down out the hole so the villager approached it before catching them in a mine cart and moving them. I'll have a play about and hopefully can fix it.
