    Most of the 3D areas use a Lidar elevation that is pretty accurate when 3D is turned on. Some local governments have submitted Lidar data too, but Google never says what area uses what system. Beyond that, Google used a lot of different data bases when they built GE, but, again, Google's not talking.

    Make sure the Terrain layer is checked at the bottom of the Layers panel. Without that Google Earth is flat and you will see elev 0 everywhere. If using Windows, make sure the bottom of the Google Earth window hasn't slipped behind the Windows task bar. If you maximise the Google Earth Window that should solve that problem.
