Don't mistake the 0 to 100 scale for a percentage, in that using 1/2 the setting does not result in 1/2 the quality, nor does it produce a file of 1/2 the size. Also, 100 does not mean "100%", as the image is still compressed, resulting in a minute loss of detail.
