Pelagio Almazar Cruz (June 16, 1912 – October 21, 1986) was the first Armed Forces of the Philippines Chief-of-Staff from the Philippine Air Force.He was the Commanding General of the Philippine Air Force in two occasions from its transition from Philippine Army Air Corps in 1947 to 1951 and again in 1953 to 1956.

Julio Carlos de Arteaga Matheu (a.k.a., Julio Carlos Arteaga Matheu) was born in Ponce, Puerto Rico, on 29 October 1867 to Diego Arteaga Lopez, from Venezuela, and Isabel Matheu. He had two siblings, Juan Jose and Herminia Isabel.

He was a canon in Morelia in 1854. He opposed the doctrines of liberals Melchor Ocampo and Miguel Lerdo de Tejada from the pulpit, calling them heretical. After the triumph of the Conservatives and on the nomination of Antonio López de Santa Anna, in July 1855 he was consecrated bishop of Puebla, in the cathedral of Mexico City.
