Joseph Carr was born June 20, 1907, in Cookeville, Tennessee. His father, Sidney Forrest Carr, worked for nine years as a clerk in the Tennessee Secretary of State's office and was a one-term member of the Tennessee General Assembly, representing Putnam County from 1919 to 1921. He also was a campaign manager for U.S. Congressman Cordell Hull.
Cordell Hull (October 2, 1871 – July 23, 1955) was an American politician from Tennessee and the longest-serving U.S. Secretary of State, holding the position for 11 years (1933–1944) in the administration of President Franklin Delano Roosevelt during most of World War II.
The Speaker of the House of Representatives is the presiding officer of the House. The Speaker is elected to a two-year term at the beginning of the 1st half of each session of the Tennessee General Assembly.
