When I asked my flight chief about it she says it is at her approval but I can't find that anywhere in AFI 36-3003 (pg 31). Comp is short for compensatory and compensatory is mentioned in and does mention that in 36-3003. Compensatory time off is better known as comp days. True, it does not mention that supervisors can give comp days but it is common to do so. Hell, I give my troops a day off for their birthday.

Ordinary Leave begins and ends in the local area. The local area is the place where the member lives and from which he or she commutes to the duty station.
AFI 36-3003 P 7.3 has the guidance. That being said, CoT pays for YOUR ticket, not everyone in your family. They wouldn't pay for everyone in your family to fly back to your home of record after you get to Italy, even if you deferred it. Speaking of that, your losing Commander has to approve the deferring of it with an MFR.
