Henry Martyn Robert (May 2, 1837 – May 11, 1923) was an American soldier officer and general, engineer, and author. In 1876, Robert published the first edition of his reference manual of parliamentary procedure, Robert's Rules of Order, which remains today 150 years later, as the most common parliamentary authority on democratic parliamentary procedure in the United States.

Lieutenant Colonel Archibald E. Roberts (1915–2006) was commissioned a 2nd Lieutenant in the U.S. Army on 19 December 1942 and served as a paratrooper in the 11th Airborne Division. In 1959 he served as the information officer for Major General Edwin Walker who was the commander of the 24th Infantry Division in Germany. [ 3 ]
By 1944 Roberts was finding it difficult to manage the varying national interests and the strong personalities of some members of his unit. He relinquished his appointment at the AIB on 17 October 1944 and was placed on the supernumerary list. [1] He was discharged from the army on 9 December 1944, with the permanent rank of lieutenant colonel. [5]
At the outbreak of the Civil War, Roberts was major of the 3rd U.S. Cavalry. He served in Arizona and New Mexico in 1861 and 1862. He was promoted to brigadier general of Volunteers on July 16, 1862, and assigned to General John Pope's staff as Chief of Cavalry and Inspector General for the Army of Virginia during the Northern Virginia Campaign.
The rank and position were based on those of the sergeant major of the Marine Corps (established in its current incarnation on 23 May 1957). [6] The Chief of Staff of the Army created the position in 1966 after asking leaders of the major commands for a personal recommendation. He asked that it not be considered a near-retirement type assignment.
The only case where historical seniority has been legally established by the United States Congress is for the "super rank" of the armed forces of the United States General of the Armies. By clear precedent, the holders of this rank (three persons in all) are senior to all other officers of the United States military, past and present.
