The Server APPID does NOT allow download of Workshop items anonymously or with account. The Client APPID does allow download of Workshop items but only with account. For normal download it is: steamcmd.exe +force_install_dir <folder> +login <user> <pass> +"app_update <GameID>" validate +quit.
After finding out that Steam Workshop Downloader no longer worked, a week ago I started developing a desktop application that could replace it, so I come here to introduce you to SCMD Workshop Downloader 2, an interface for SteamCMD that will allow you to download much of the content of the Steam Workshop no need to own the games in question.
You can do that using Steam's Workshop. First of all, you need an API Key that's going to be placed inside your server configuration script (script for CSGO). Then, it deppends on what kind of items you want to implement in your server but, for CSGO maps, you just need to add their workshop id to your mapcycle.txt (it also works for collections).
A fix for SteamCMD 'download failed' issues. Solved! Just in case anyone else is having this problem. Delete userdata and steamapps in your SteamCMD folder. Should work next time it's booted up. I tried that before and could not get it to work, so I started using SteamCMD, but since that broke, for whatever reason. I tried doing it again and with few extra steps it actually worked. Basically I have the game installed on Steam and GoG at the same time. I download the mods from the workshop subscription.

Seems to work. Note that when you extract steamcmd_linux.tar.gz, steamcmd.sh will pop out into the working director, and not into Linux32
SteamCMD Download Question. I have both a legit Steam copy of Cities:Skylines and a somewhat less legit copy. I log in to my Steam account on SteamCMD and downloads mods using the workshop_download_item () () command. It works for the first few downloads, and then downloads everything previously downloaded all at once.
