As usual, it is a multifaceted problem. Systems built by "lowest bidder" (not necessarily most qualified). Long-term support may or may not be by the same individuals that designed/coded/installed the system, with questionable support documentation. Intermittent problems may be hard to identify or reproduce for trouble shooting and resolution.
I finally got into EES. The problem seems to come from getting all of the DOD certificates to download correctly on the computer. I had to redo this time after time until it finally worked. I've got it running on the Windows 10 system but haven't tried to fix it yet on my windows vista computer.

My Schooling was at a different location. But, the best advice I can give you is, learn how to properly write up a memorandum, Award recommendation, NCOER's and the support forms. Army is making a big push towards EES( Evaluation entry system) and if you are proficient in that, you will have a lot of success. Besdies that, do right by the soldiers!

It's the Evaluation Entry System and allows one to create OERs and NCOERs. Just speculating here, but I think it's a mistake. I have it on my page, too, and I'm pretty sure it's not a tool we SPCs need access to yet. Also, the startup page for EES says that it will be down for maintenance tomorrow, so maybe they're trying to fix it.
