I installed several streaming apps from the Microsoft store (Amazon Prime Video, Netflix etc.), no issues. I tried to install Max (HBO) and Peacock. The Microsoft store on the PC does not show these apps. However, the website from the Microsoft Store will show them, with a big blue button stating 'Install'.

I'm sorry you are experiencing issues downloading this app. The HBO Max was discontinued and replaced by the new "Max" app. To clarify, have you already tried looking for the new app on your console's Microsoft Store? Does it also come up as unavailable?
To install HBO Max on your PC, you have to go to the Microsoft Edge menu and then to Install this site as an app. Click the “Install” button on the new dialog box that opens. I just use the web version from Firefox and it's fine. edit: sorry, you want to download for offline use and the website doesn't allow that.
