This template uses list-style-image: none to suppress MedaWiki's auto-generated blue bullet image, and list-style-type: none to prevent the auto-generation of the default HTML bullet, which is not copy-pasteable either, then replaces them with a copy-pasteable (and scaleable!) text bullet generated by the {{}} meta-template.
