Library service in Montgomery County started in 1869 when a group of Rockville and other area residents assembled in the County Courthouse to plan a joint stock library. Other independent libraries were formed in Montgomery County in the following years. For example, in 1893 a group of private citizens in Kensington established the Noyes Library.
The Brigadier General Charles E. McGee Library, formerly the Silver Spring Library, is part of the Montgomery County Public Libraries System. It opened to the public in 1931 and is currently located at 900 Wayne Avenue in Silver Spring, Maryland. The library is named for Charles E. McGee, a Tuskegee Airman who had lived in Montgomery County.
The library started with 1,200 items inside the Conroe School Recreation Center in 1946. It was originally maintained by a women's group known as the HUB Club. In 1948 the library became a branch of the Montgomery County government, with an allocated budget of US$25,000. The first librarian was Katherine Ard.
