Landline service is typically provided through the outside plant of a telephone company's central office, or wire center. The outside plant comprises tiers of cabling between distribution points in the exchange area, so that a single pair of copper wire, or an optical fiber, reaches each subscriber location, such as a home or office, at the network interface.
It is equivalent to having a dial-tone available for all but about five minutes each year. However, POTS depends upon a hardwired connection from each household to the phone company. Many new housing developments are being offered which do not have such a connection so these homes depend upon a VOIP non-hardwired linkage to the phone company.
From the Telco's point of view, DSL gives them the ability to sell the same telephone line twice, to the same customer. It is an idea that benefits the telco (who makes more money) and the customer (who gets a high speed data connection without the need for installation of expensive new cables.)
