The image is preserved for historical reasons, as it is frequently cited in the proposal debates. This English Wikipedia-specific image or media file should not be copied to Wikimedia Commons . While the license of this work may be compliant with Commons , its usefulness outside the English Wikipedia is unlikely.
The image placeholder looks particularly out of place on these articles as the image placeholder takes up the same amount of room or more room on the article than the actual text. My personal feeling is that the image/click here button should be dissacociated with infoboxes altogether and should become more like a clickable tag.
Second, these "no free image" placeholder images in the absence of real images are ugly. Third, "No Free Image, Click Here if you Own One" is meaningless to 99.9% of Wikipedia users - and probably 95% of Wikipedia editors.
