In March 1952, Julian Steele, the sole African-American voter among some 1,500 residents at the time, was elected West Newbury's town meeting moderator. The Soldiers and Sailors Memorial Building is located in the central village area of West Newbury on the south side of Main Street (Massachusetts Route 113 a short way west of the town offices. It is a two-story brick building with a gabled roof and an octagonal tower at the right front corner.

Moses Newell played an active role in civic affairs in the town, almost from the date West Newbury was incorporated as a town on February 18, 1819. He was on the board of Selectmen intermittently from 1822 to 1860, and served as moderator at town meetings at various times during those years. [2]
