Flotsam / ˈ f l ɒ t s ə m / (also known as "flotsan") refers to goods from a sunken vessel that have floated to the surface of the sea, or any floating cargo that is cast overboard. [5] In maritime law, flotsam pertains to goods that are floating on the surface of the water as the result of a wreck or accident.
The Act does not define these terms, but they may be understood as follows: [8] Flotsam are goods lost from a ship which has sunk or otherwise perished which are recoverable because they have floated. Jetsam are goods cast overboard (jettisoned) in order to lighten a vessel which is in danger of sinking, even if they ultimately perish.
Beyond 12 miles (19 km), oil or oily mixtures can be discharged while a vessel is proceeding en route and if the oil content without dilution is less than 100 ppm. Vessels are required to maintain an Oil Record Book to record disposal of oily residues and discharges overboard or disposal of bilge water.
