The 400 cu in (6.6 L) version was the second, tall-deck "big-block" Olds. Two distinct versions of the 400 CID engine were made: 1965-1967 "Early" 400s used a slightly oversquare 4.000 in (101.60 mm) bore and 3.975 in (100.97 mm) stroke for an overall displacement of 399.6 cu in (6,549 cc). All the pre-1968 engines used a forged steel crankshaft.
These engine blocks were unchanged through the 1969 model year. The head used during this time was the so-called "rectangle port", named after its exhaust port shape. The 290 heads use smaller valves, 1.787 in (45.4 mm) intake and 1.406 in (35.7 mm) exhaust, corresponding with its small bore.
The Quadrajet was not the only thing that gave the top GTO 400 engine and the 428 H-O engines the same horsepower as the 389 and 421. The new engine had redesigned cylinder heads with different valve angles and larger ports that allowed for larger diameter intake and exhaust valves.
