For starters, I did not have bing in my taskbar, but even when I put it there, right-clicking just gives me "Bing Wallpaper" and "Unpin from taskbar". Further right-clicking on "Bing Wallpaper" give me options to run the application, but when I do that, nothing at all happens.

You're using an app that puts the Bing image of the day on your Desktop. My screenshot is the webpage www.bing.com. Go to wherever you got the app from (Microsoft Store?) and see if here's any additional info there. Or, I guess you could go to www.bing.com if you like an image to see the info there.
Go to the image directory C:\Users\<YourUserName>\AppData\Local\Microsoft\BingWallpaperApp\WPImages and delete the following files: - EmbeddedImage1.jpg. - EmbeddedImage2.jpg. - WPPrefs.bin. Fire up Bing Wallpaper again. So my new theory is that the image list is held in WPPrefs.bin and that somehow gets corrupted.

I understand Bing/Microsoft is a leader in AI utilization for commercial use. I vehemently believe that while it is an innocuous wallpaper, using AI in this way is a boring and poor excuse for actual artwork and sours my opinion of Bing, Windows, and Microsoft as a whole to use AI in this capacity for a product.
