The University Charter was created in October 1991 by Department of Defense (DoD) Directive 5000.57. Originally a loose consortium of existing training commands, DAU worked to standardize the training courses and establish mechanisms that allowed for centralized management of training funds for the DoD workforce.

Some schools also offer dual-enrollment programs, in which select classes at a university may be taken for both university and high school credit. Graduation from high school or senior high school leads to the awarding of the high school diploma. After this, secondary education is considered complete and students may pursue tertiary level study.
Students at these academies are organized as cadets, and graduate with appropriate licenses from the U.S. Coast Guard and/or the U.S. Merchant Marine.While not immediately offered a commission as an officer within a service, cadets do have the opportunity to participate in commissioning programs like the Strategic Sealift Officer Program (Navy) and Maritime Academy Graduate (Coast Guard).

At the high school level, students generally take a broad variety of classes without specializing in any particular subject.
