The Board enjoys jurisdiction, supervision, powers, and duties over every person who holds or conducts any race meeting within the state of Illinois where horse racing is permitted for any stake, purse, or reward. Toward this end, the Board enforces rules and regulations to ensure the honesty and integrity of Illinois horse racing and wagering.
In 1964, Balmoral's thoroughbred race meetings were moved to Arlington Park, where it remained for six years. William S. Miller, a self-made millionaire and horse breeder, and his partners purchased Balmoral Park in 1967. Miller had been a member of the Illinois Racing Board from 1951 to 1967 and also served as Board Chairman.

In 1916, the track ran a 13-day meeting which included the American Derby. That would be the last race until 1922. In 1922, the track reopened legally for a 13-day race meeting. In 1923, the meet expanded again to 25 days. The Chicago Business Men's Racing Association took over racing operations in 1924 and ran a 52-day meet in the fall.
