Plum Island is a barrier beach sheltering the Plum Island River, Plum Island Sound, and the mouths of the Parker, Rowley, Eagle Hill and Ipswich rivers. The entire area between the islands and the mainland is grassland laced with tidal creeks. At high tide the grassland is entirely submerged, in some places by only a few inches of water.

Newbury is a town in Essex County, Massachusetts, United States. The population was 6,716 at the 2020 census. [1] Newbury includes the villages of Old Town (Newbury Center), Plum Island and Byfield. Each village is a precinct with its own voting district, various town offices, and business center.
From 1634 to 1649 use of the southern portion of Plum Island was ungoverned. Individuals pastured farm animals there in the summer, mainly hogs. In 1649 the General Court of Massachusetts apportioned the southern 2/5 of Plum Island to Ipswich, Massachusetts. It was at first managed by appointees of the town as a commons.
The name "Ipswich" was taken "in acknowledgment of the great honor and kindness done to our people which took shipping there." [7] Nathaniel Ward, an assistant pastor in town from 1634 to 1636, wrote the first code of laws for Massachusetts and later published the religious/political work The Simple Cobbler of Aggawam in America [8] in England.
