Here's my situation: The prior owner of my house had a long-running issue with mold and mildew in the basement, to the point where they had to strip down the drywall to the studs right before they moved out. I'm currently working on finishing the basement, and I'm looking to pull out all the stops to prevent mold/mildew growth on my new walls.
Manor Hall from PPG is pretty tough and durable too, though not quite to the level of Durapoxy or Scuff-x, but I would use it in your situation. Washability is more based on paint quality than sheen. Even a quality flat paint will be more washable than a crappy eggshell. I would use a quality eggshell myself.
The painter claims to have put an additional coat of primer plus two topcoats on all exterior trim, yet, within 4 months, the 1x2 wood pieces started to mildew. for an alternative, you could just use a high-gloss, oil based paint used for trim. it would be very shiny as well as mildew-resistant. you can also find mildew-resistant paint additives. This will only yellow the paint color. Why not just use tinted polyurethane so you get the color you want or oil paint.
