The 4200 class was a tank version of the 2800 class, but a demand for small locomotives for working on dock and branch lines was met by the 1361 class, a new design based on the old Cornwall Minerals Railway 0-6-0ST design but using as many of Churchward's standard parts as possible.
Plans for a workshop at Newport started in the 1860s, to replace the temporary Williamstown Workshops but nothing came of it. It was not until 1880 that work began, when the Victorian Railways purchased annexes used at the 1880 Melbourne Exhibition and erected one of them at Newport, naming it the Newport Carriage Workshops when it began operation in 1882.
The parts already constructed were forwarded to Victorian Railways workshops, initially with five each being built at Bendigo and Ballarat (1033-1037 and 1038-1042 respectively), and the next ten were split between Newport (1043-1046), Bendigo (1047-1049) and Ballarat (1050-1052).
