Its main and largest town is Caerphilly. Other towns in the county borough are, Risca, Ystrad Mynach, Newbridge, Blackwood, Bargoed, New Tredegar and Rhymney.

It was part of a broader round of local elections held on the same day across Great Britain including to every local authority in Wales. The election saw the Labour Party maintain their majority on the council with little change between the parties in overall seat numbers.
There are 27 communities in Caerphilly County Borough, with Newbridge being the largest and Gelligaer the most populated. 18 of them have a community council, with four calling themselves town councils in Bargoed, Blackwood, Caerphilly and Risca West.
