    If I turn off the vpn there is no change but if I delete the torrent file, turn off the vpn and add the torrent file it will start downloading. This started when my software locked last week. I think I was pausing or deleting torrents from my list at the time. After relaunching the software the torrents would no longer download with the vpn on.

You'll want to navigate to where the file/directory is saved to and then hit "OK". Once back in the main screen, right click that same torrent again and hit "Force Check".

    So, maybe 25-40 global upload slots and limiting connections per torrent to 30-45 (+5 more than upload slot limit). If you used super seeding, keep global upload slots slightly lower -- like 25-30 and allow 50-100 peer connections per torrent. Super seeding should only be considered if the number of seeds is likely to be 5 or less.
