The Waterfront is a super-regional open air shopping mall spanning the three boroughs of Homestead, West Homestead, and Munhall near Pittsburgh. The shopping mall sits on land once occupied by U.S. Steel 's Homestead Steel Works plant, which closed in 1986.
The story takes place in Clairton, Pennsylvania, a working-class town on the Monongahela River south of Pittsburgh, and in Vietnam. The film was based in part on an unproduced screenplay called The Man Who Came to Play by Louis A. Garfinkle and Quinn K. Redeker about Las Vegas and Russian roulette.

[2] Based on a story by George Owen and Tom Reed, the film is about an ambitious coal miner who values wealth and power in the Pittsburgh steel industry over his friends, lovers, and ideals, only to find himself deserted and alone at the top.
