If the above methods don’t help, you may uninstall the TOSHIBA service Station application from Program & Features. Thereafter, reinstall it back and check if the issue persists. Also suggest you to install any pending Windows updates on the pc to check if that helps.
I found the thing I needed, the Toshiba Flash Cards Utility, but it was only in the Windows 8 section for my model, not in the Windows 10 version. I cannot figure out how to get the Toshiba stuff back on my laptop and it is driving me crazy. I went to the device manager and went one by one checking for updates, so those updates are done.

4) lastly, since it is a program designed to use the task scheduler, try tweaking the task if the program seems to have trouble with checking for updates (that is if you have enable the service station to do so)
Once you have identified which service/startup item causes the problem in startup you will need to either disable/uninstall/update the program to avoid further problems. Hope that helps. Steven
