In April 2007, UTNO attempted to re-establish a collective bargaining relationship with the Orleans Parish School Board. Although the union represented 170 of the parish's approximately 245 teachers and other employers, the school board declined to open negotiations, citing the continuing lawsuits against the school board. Most Louisiana school districts are parish school districts while some are city school districts. The U.S. Census Bureau counts both types as independent governments. Special School District 1, which has gifted education facilities, is directly under the authority of the state government, not counted by the Census Bureau as its own government.
The parish was in fact named after the unrelated Marcel DeSoto, who led the first group of European settlers there, to a settlement historically known as Bayou Pierre. [5] The parish's name is also commonly misspelled following the explorer's name as "De Soto Parish," but it is properly spelled following the settler's name as "DeSoto Parish." [6]
