NVIDIA automatically overclocks 2000-3000 series cards by running tests of voltage until it finds a stable overclock. The only downside I could assume is it raises power usage/voltage slightly. But overall, its worth it for the performance.
Outside of that, the voltage slider does nothing its been that with with nvidia for a few gens now. lol Pretty easy to find out if you mess around with you look at it when playing a game. like compare what the voltage says at 30% vs 100% type of deal. I find msi afterburner or evga precisionx1 are better for overclocking graphics cards.
Run the overclocking software, get familiar with the UI. Find the core clock and increase it by 5% of the default value. Put the power limit slider to its maximum value. You may unlink it from temperature and set the temperature limit to 80C for Nvidia, 90C for AMD. Apply the settings.
Afterburner gives better results. Plus, (with GFE) every time you update the drivers make sure you don't choose "Clean install". If you do, then you will need to re-run the GFE performance tuning. No need to do this if you use MSI Afterburner. FYI, the latest drivers from Nvidia fixes the Afterburner issue on 30 series FE cards.
With that said, I've yet to actually experience any instability due to universally raising all the steps, so maybe it's just a non-issue. GPU overclocking is harmless compared to CPU/RAM overclocking since you aren't risking silent data corruption in the background due to undetectable instability.
Just recently got my RTX 4070 Super GIGABYTE Windforce OC (Triple Fan) and decided to try some overclocking and am amazed by the results. Thought i would share this with everyone today. Attached are some of the results i managed to come across when playing with this card while 1440p Emulating.
Update 4/10: With the new nVidia 552.12 drivers, it seems the max stable clock for Max UV 2 for my card has dropped to 2580MHz. Will try it for a month to confirm. Will try it for a month to confirm. General notes:

4070 Ti core clock is 54% higher (and higher overclocking headroom). I'm assuming it's using the same memory chips as the 4090, that could take them from 21 Gbps to 25 Gbps (+20%), so could see 600 GB/s bandwidth (still ~150 less than overclocked G6 on 2080 Ti).
