In other countries where the vice presidency is absent or vacant, a separate office or series of offices may instead be designated ex officio to act as head of state, for example the speaker of a legislature or a head of government .
He served as vice-president, and also acting president, of Fiji, and Chief Justice of Nauru. Ratu Madraiwiwi was ceremonially sworn in as vice-president on 10 January 2005, following his nomination by President Ratu Josefa Iloilo, and his subsequent approval by the Great Council of Chiefs on 14 December 2004. Iloilo was a lay-preacher for many years, and was Vice-President of the Methodist Church of Fiji and Rotuma in 1997 and 1998. In September 2004, he hosted a state dinner for the Argentine-born American evangelist Luis Palau. He delivered the opening address at Fiji's National Day of Prayer on 15 May 2005.
