Local government in Nepal is the third level of government division in Nepal, which is administered by the provincial governments which in turn is beneath the federal government. [1] Article 56 of the Constitution of Nepal 2015 defines local government as rural municipalities , municipalities and district assemblies .
Each district has local units. Local level bodies in Nepal include six metropolises, 11 sub-metropolises, 276 municipal councils and 460 village councils. [3] The current system of seven provinces replaced an earlier system where Nepal was divided into 14 administrative zones which were grouped into five development regions.
A ward (Nepali: वडा) is the smallest unit of local governments in Nepal. The local level body (gaunpalika and municipality) which is divided into 753 units, are further divided into 6,743 wards. These wards were previously either a single VDC or a part of VDC. A local level unit is divided into a minimum five wards or a maximum of 33 wards.
Until the establishment of seven new provinces in 2015, Nepal was divided into 14 administrative zones (Nepali: अञ्चल; anchal) and 77 districts (Nepali: जिल्ला; jillā). The 14 administrative zones were grouped into five development regions (Nepali: विकास क्षेत्र; vikās kṣetra).
The first level of country subdivision of Nepal are the provinces. On 10 March 2017 Government of Nepal reconstructed old local level bodies into 744 new local level units as per the new constitution of Nepal 2015. [ 11 ] [ 12 ] Later, on recommendance of Supreme court 9 more local level body added to Province No. 2 , increasing from 744 to 753.
Gaunpalika (Nepali: गाउँपालिका, romanized: gāunpālikā, lit. 'Rural municipal') is the newly formed lower administrative division in Nepal. [1] [2] This administrative division was established in 2017, and replaced the existing village development committees.
