I have followed the suggestion as proposed by other helpers in this site. i.e. Go to Settings > Time & language > Region & language > Add a language. Then Choose "Options" in Chinese (Hong Kong SAR) It says "There are no handwriting options for this language".

Can you open a PowerShell prompt (search start for power open Windows PowerShell) and enter; Get-AppxPackage | Select-Object Name. And paste the results here (will be a list). That will list installed apps.
