Phillip David Lewis (born February 14, 1968) is an American actor, comedian, and director. He is best known for playing hotel manager Mr. Moseby on the Disney Channel series The Suite Life of Zack & Cody and its spin-off, The Suite Life on Deck.
He is so dim-witted that immediately after Mr. Moseby told him not to let Zack or Cody into the exhibit, he let them in anyway. He first appeared in "Scary Movie", but Mr. Moseby called him Sparky, although it is possible that Mr. Moseby did not know his name, because he called him his night-manager while in other episodes he calls him Skippy.

Continuing from the series finale of the previous show, Zack (Dylan Sprouse), Cody (Cole Sprouse), London (Brenda Song), and Mr. Moseby (Phill Lewis) from The Suite Life of Zack & Cody set sail on the SS Tipton for their semester at sea. London uses jewelry to bribe her cabin-mate, Padma, to leave the ship so she can have a cabin to herself.
Mr. Moseby receives information that a food critic called Bernard Burnaise is coming to the Tipton to try out the food. He is told that Burnaise has three different disguises: A middle-aged woman, a Chinese man with a long beard, and a cowboy. Mr. Moseby then hires Zack and Cody to sneak around the hotel and find out who exactly is Burnaise.
The news of a visit from Mr. Tipton gets the employees excited and they start reminiscing about their good deeds, while thinking about who deserves a possible $50,000 bonus. When Mr. Tipton arrives he is in a bad mood, which means somebody will be fired and nobody will get the raise; all fingers point to Carey due to her sons' mishaps.
