The town was permanently settled around 1787 after an abandoned effort in 1786. Norway was formed in 1792 from the town of Herkimer immediately after the creation of Herkimer County. Norway was originally a very large town, and it was subsequently broken up, directly or indirectly, into about 36 new towns in several bordering counties.
According to the United States Census Bureau, the town has a total area of 47.33 square miles (122.58 km 2), of which 45.04 square miles (116.65 km 2) is land and 2.29 square miles (5.93 km 2) is water. [1] Norway is drained by the Pennesseewassee Stream and Little Androscoggin River. The town is crossed by state routes 26, 117 and 118.
The Norway Historic District encompasses most of the historic village center of Norway, Maine, and is reflective of the town's growth over 150 years.Although significant early-to-mid 19th century buildings survive in the village, it was significantly damaged by a major fire in 1894, resulting in the construction of a number of new brick and wood-frame buildings.
The town estimates renovating and expanding the 4,150-square-foot Town Hall will cost $3,681,150, though the $4 million bond would also cover engineering and design costs.

The town was established from part of the town of Norway in 1796. From 1802 to 1901, the Fairfield Academy offered secondary and higher education at its campus in the hamlet of Fairfield.
