In 1996, the United States Congress passed and President Bill Clinton signed Public Law 104–199, the Defense of Marriage Act (DOMA). Section 3 of DOMA defines "marriage" and "spouse" for purposes of both federal law and any ruling, regulation, or interpretation by an administrative bureau or agency of the United States government. On June 26, 2013, Section 3 of DOMA ("Definition of marriage") was ruled unconstitutional by the U.S. Supreme Court in United States v. Windsor. The law became effectively unenforceable after the U.S. Supreme Court decision Obergefell v. Hodges (2015) and was fully repealed by the Respect for Marriage Act in 2022.
